Which computer and graphics card would be best?

Hello my recent computer decided to go power supply failed and took everything with it in my recent build i had a 4690k with a gtx 970. So here are some computers that i put together that seem a little bit better then what i had i know i could go all out for a build to blow my old one out of the water but im not going that far All im asking is which computer would be better and which graphics card would be better for 1080p at ultra then later on i will be getting a 1440p monitor. I only have $900 usd to spare.
So here they are
Pc 1.
Processor. AMD - Ryzen 5 1600X 3.6GHz 6-Core Processor
Cpu Cooler. Corsair - H60 54.0 CFM Liquid CPU Cooler

Memory. Corsair - Vengeance LPX 8GB (2 x 4GB) DDR4-2133 Memory
Storage. Corsair - Force MP500 120GB M.2-2280 Solid State Drive
Graphics Card. EVGA - GeForce GTX 1060 6GB 6GB GAMING Video Card Or Asus - Radeon RX 580 8GB DUAL Video Card

If you are focusing on gaming, the CPU on PC2 would be your better choice.
If you plan on doing lots of multi-tasking, the CPU on PC1 would work out better.

Both GPU are about on same level. And both are good choice for 1080p, but a bit low for 1440p monitor. While 8400 is better then R5 1600X, in fact with those cards on 1080p monitor you would see almost no difference.
One more thing - both builds would be much better with 2666 MHz or faster RAM.

Uhm, no. About the only game that the 1600x beats the 8400 is Civilization VI - a midrange GPU will respond just as well to the 8400 as a high end GTX 1080. Otherwise, at 1080p resolution, the 8400 dominates the 1600x. And in some games like Battlefield 1, Hitman, Project Cars, and GTA V, it's a very strong domination (strong being 20%+ faster FPS). However, when you move up to 1440p and beyond, that domination gap closes somewhat - but the 8400 is still faster at that resolution. This is the minimum FPS performance measurement of the CPU which is most crucial to ensuring no stuttering during heavy scenery gameplay as minimum FPS may dip below the frequency of the monitor:
