RAM Memory: 8 GB
Operating System: Windows 10 Home (64-bit)

Computer two:
Processor Type: Intel(R) Core(TM) i7-4770 CPU @ 3.40GHz
GPU: gtx 1060
Computer RAM 16 GB
Operating System: Windows 7 Home Premium Edition Service Pack 1 (build 7601), 64-bit

Solution
Computer two. The AMD one is too old. The i7 will outperform the FX in every way. Also, the 1060 is better than RX 470 and gaming PC's require more RAM.
Keep in mind the Windows 7 Home premium edition has a physical memory limit of 16GB whereas windows 10 has up to 2TB. I'm not exactly sure but I think that 16GB physical memory limit accounts for your RAM + VRAM which is going to exceed 16GB and you won't be able to utilize all of it, so I would recommend getting Windows 10 for Computer two as well.

I was on Home premium, with 16Gb and 4Gb of vram, no issues.
