Build Advice Which computer spec is better ?

Well, let's start with the fact that I live in Israel and the prices here are always high
I am debating between two computer specifications - budget 4000 dollars, both specifications are exactly the same in price
Do not offer me to buy abroad because I have no option
Just your opinion which is better:

Core i9-13900F 8+16/32 13th Gen Turbo 5.6 GHz - No Graphics - Socket LGA1700 Tray

it´s not that simple :
second PC has better everything exept for the graphics card obviously .
but the system with rtx 4090 and i9 in it with only 16gb of slow version of ddr5 memory and low end motherboard (for Z chipset)
is just not build the right way .
it also depends what monitor will you be using for gaming .
if those are your only 2 options than
i would say get the second PC even if it has slower video card (it is easily upgradable in the future) .

its not 16 gb , its 16 gb *4 slots, so 64 gb total.

The seller explained to me that it is better to take the model with the powerful video card because that is what will give the higher performance in the end
Regarding the memories, he claims that no difference will be felt between the memory with low and high speed

The 7900X3D is listed as waiting for stock. This processor beats the 13900k and runs cooler while consuming less than half its power.

I am assuming 1080p and 240hz is what you mean for the monitor?

The only game titles that benefit and actually require those high frame rates are competitive esports titles.

If thats the case, you really dont need a 4090 GPU. Choose Nvidia high end GPU if you plan on 1440p/2k 144hz and playing AAA titles with ray tracing.

If esports titles is your jam, you could even switch to cheaper 4070ti GPU...

I can take 13900F and not K because the difference in performance is negligible to non-existent and in addition the 13900K pulls in the 50 W area more..
You can get the same thing at another store
I simply always trusted the Intel processors and never took AMD
Can you explain to me what their last generation is? And in terms of levels, how does it work?
Because in Intel it's I3,I5,I7,I9
So how is it in AMD?
Regarding the refresh rate, I want to purchase a 4K screen and from what I've seen there isn't a high refresh rate for it - but yes I would like to get the best so at 170 Hz
 
that is because there is no graphics card that can do 240 FPS in 4K resolution ,
even rtx 4090 only averages 150-160 FPS at 4K max. details .
however if you are willing to do some compromises in game settings you can do 144-165-170 FPS even with rtx 4080 .

(if we oversimplify a little) ryzen 7600 is like i5 , 7700x is like i7 , and 7950x3d/7900x3d is like i9 .
i9 indeed consumes too much power .

i myself did not have AMD processor for 12 years (last time it was phenom 965) but now i switched from 9700KF to 5700x and i have no regrets -
not to mention the entire upgrade cost me basically nothing after i sold my old parts .

MOBO - Thats a entry level Z790 mobo. The X670E mobo that i have chosen in my build comes with almost all the bells and whistles

RAM - 5200mhz CL38 is not a fast ram. 6000mhz CL36 just performs better. And you dont need 64gb, 32gb is more than enough... Please get 2 kits for 64gb and your graphics design works.

SSD - the load times and windows boot up time in games wont differ much from a 3500mbps drive and a 7000mbps drive, max difference of 2 seconds. So save some cash and get a cheaper and longer write life SSD

CASE - personal preference, just have to make sure the other parts are compatible and airflow is good. Cant go wrong with Pure Base 500DX or the 5000D case.

PSU - Super Flower Leadex V pro is a better PSU. Hydro G isnot bad, but if super flower is cheaper, choose that.

GPU - The Inno iChill has slightly higher boost clocks, but if you use a GPU OC software, there wont be much of a difference. Choose which ever you like the most...


Can you tell me which softwares you use for graphic design? it maybe the case here that intel is better optimised for your use case...

Then i would suggest get the 7950X3D, better overall performance as suggest in the 7950X3D review. Runs cooler and can be cooled with a 280mm AIO like the one i suggested.
It's already over my budget
