Question Which cooler for i5 9400 F?

Hi, Guys

I have been using CM hyper 103 on my previous build with i5 6400 CPU and temperatures were about 50-52 Celsius max. But I recently I upgraded to i5 9400 F and temps goes above 65 Celsius on my CPU on similar gaming load. I used the thermal paste provided with the cooler for both of the CPUs while building my PC. I believe that coolers should be chosen based on the TDP of the CPU but in my case both are of 65W which the cooler should handle with ease. So, can you guys please help me here? Also, please answer few of my questions too.

  1. Is that cooler not enough for this CPU anymore ?
  2. How good are AIO for cooling compared to my air cooler? Please suggest something on a budget segment if so.

Specs:
Motherboard: MSI B360M Bazooka
GPU: SAPPHIRE DUAL-X R9 270
RAM: 2x8 GB
CPU: i5 9400F
Casing: Golden Field Z22 (with 3 x 120 mm on front and 1 x 120mm on rear)
PSU: Goldkist 650W 80 Plus bronze

your old i5 was 4c/4t 3.3GHz maximum clock speed. your new i5 is 6c/6t 4.1Ghz which means more heat and more power draw. the TDP on intel processors is measured in base clock which are pretty much the same. thats why both are 65watt but 9400f will use alot more energy for sure

Thanks everyone for the replies. I re-seated my cooler again after changing the thermal paste and was able to gain about 57 degree Celsius on the CPU under similar load. I guess it was the issue with the thermal paste.
