Mobos have different settings...
Some apply an extreme overclock, unlimited power limits and multi core enhancements and everything else you can imagine all enabled and turned to the max, in that case you need a really really overpowered cooler to get anything below 100 degrees.

If you know enough to change a few settings in the bios than even a cheap cooler will get you good performance...just not exactly the performance you see in reviews that use that sort of mobo but still very close.

my mobo is z790 aorus elite AX
and in eed cpu cooler, not m.2 cooler

I understand that, I'm just saying that cooling depends on your demands.
If you want the highest possible clocks at the lowest possible temps get the best cooler you can.
If you just want it work normally anything you buy will work fine enough.
