Which cooler should I buy for i7-7700k.
I want to overclock upto 4.8-5Ghz
Deepcool Assassin II should be okay?
I am from India and Noctua Nh D15 is available at very high price in my country.
Should I go for water cooling?
My budget is around 6000Rs (90$)

basically you want the best one you can comfortably afford.
Within your budget, you can not find decent liquid cooling solution

Will there be huge difference between Assassin, Deepcool Neptwin V2 and Deepcool Lucifer K2

have no idea what will be the difference. they both should be fine.
i liked the first one more.
try to find comparison on the web from the same reviewer.
Also, check if cryorg or be quite coolers are withing the price range
