I am building a new build, and want to do AIO watercooling. I want to know what the best cooler under $80 is. I have custom fans to put on, so I don't care about the stock push/pull or noise level. I have it down to the Kraken X31, Thermaltake Water 3.0 Extreme S, Corsair H60, Corsair H75. Thank You!

Solution

Get proper 2x 120 AiO or get the dark rock pro 3 as it's an excellent and very good looking cooler. And never put looks above performance and reliability as you will be spending your time looking at the monitor, not into the damned case.

Unless you are overclocking, you don't need water colling; Even then, it isn't always necessary

my input would be that the one with the largest radiator will perform the best. larger surface area = more heat removed. the thermaltake extreme S that you listed is the only one with a dual fan radiator (120mm x 2)

Simple installation video here ^

Unmatched Compatibility
Zero RAM Interference

Focusing on providing the widest range of
compatibility, the H7 utilizes an asymmetric slanted
heatpipe layout to move the heatsink away from the
RAM zone, Offering optimal compatibility for RAM
with tall heat spreaders on both Intel 115X and
AMD platforms.

Anytime there's a question on coolers, you can be sure SR-71 will be here to CTRL+C / CTRL+V his Cryorig H7 template ;)

I agree.

The CM Hyper 212 EVO for $30
...or Cryorig H7 for $35

The EVO is more compact and has more flexible mounting options
The $5 more for the Cryorig gets you 2-3c cooler load temps and it looks a little nicer IMO

Both are very good budget cooler options

Of I wanted to fo air, I would get the dark rock pro 3. I want to be able to admire my mobo and parts, that's why I want liquid.

id say you're allowed to put anything above anything. its your computer. nothing wrong with wanting it to look how you want. thats like saying you should buy a car based on performance and not looks because you will be sitting inside it all the time. duh.

do what you want. no one has mentioned that having an AIO is much more convenient when you want/need to mess with stuff on/around the CPU area. like i first said, the thermaltake is the best option that you listed, but is also the most expensive.

You won't get a good AIO for less than 80 so don't do it. Save up about 20-30 bucks and get a NZXT Kraken x61 or Corsair H100i. Those two AIOs are the best for a reasonable price. I'm getting the H100i to match my Corsair case.
