Which cpu i should take? Power savings etc

I have Intel Core 2 Duo E6850 @ 3GHz and AMD Ahtlon II X2 220 2.8GHz

And all im looking is the power saving features, which of them would be saving power?

Both of them use DDR3 module and i have AMD Radeon HD5450 as low-end gpu for watching Full HD videos etc.

Power consumption wise - they are more or less the same, even though the C2D is older. Things to consider are:

C2D:
Around 10/20% more performance

Athlon:
Check if it comes with AM2+ or AM3 motherboard with DDR3. And check the features of that motherboard.

But when choosing between windows 7 and 8? They will have same power consumption or not?

The windows version have nothing to do with that. What matters is which power plan you chose in control panel.
