Cores and clock speed does not tell the whole story.

The 760k being on the fm2 platform puts it at a handicap.
Thus the Pheonom wins. Now if we were talking about an fx-8350 or a core i5 4670 (or better) then the Pheonom would loose.

I am going to build a gaming PC soon and need a decent CPU, but also have a $500 budget on the PC

The 1100t wins by a great margin, here some objective proof.

Since most games don't year advantage of more that 4 cores the quad core should be better bang for the buck. But if you want to be future proof and ready for next gen I would get the 6 core.
Just my thoughts.

The phenom is actually a 2 generation old processor. It would cost more to buy the phenom new then any fx-8300 series cpu or even i5s.

Are you trying to build a gaming PC or what is the goal?
If building a gaming pc, you will burn up that $500 budget easily before even getting a decent GPU.
