Which CPU is better Older but faster or Newer but slower?

This may prove to be a hard question, but at which point does actual speed over come newer technology. Take these two CPUs for example. Lets say I am looking at buying a laptop and I have two choices, one that has the "Phenom II Dual-Core N660 3.0GHz" and another that has the " Intel Core i3-2310M 2.10GHz". Now obviously in head to head battle against a Phenom II of the same same speed, the i3 will win; but how would a fare against a Phenom II that is almost 1GHz faster?

I'm really not sure which would be faster, I'm leaning towards the I3 due to it is Sandy Bridge and gets hyper threading too. Also it's worth noting the mobile Phenom II chips are actually Athlon II processors, they don't have the L3 cache that Phenom II has in desktops.

since it is a low-mid laptop im guessing you wont game in it, so intel with its quicksync will still be the better one, eventhough its lacking the turbo boost

According to my research very few programs on the market today (aside from huge graphic intense games) are written to take advantage of the L3 cache, so that has never been a concern to me even in a desktop. My understanding of "Sandy Bridge" is that it incorporates a GPU into the CPU. I know this might reduce power consumption, but is it actually any better as far as gpu power then the standard integrated graphics that use to come in laptops?
