which cpu is better

Depends on the make and model of power supply.
To run a r9 280x, the i5 is fine. You wouldn't need an i7.

You'll need a 550W power supply. Get a good one per http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html eg Seasonic 520, 550 or 620 or XFX 550 or Antec HCG 520M or 620M

If you are going to OC, get the i5, as it has an unlocked multiplier. If not OC'ing, the i7 will win, hands down. However if you can , get an unlocked i7 4790K. (maybe a bigger PSU too)

Zalman aren't near as good as Seasonic.

I'd vote for the Seasonic and i5.

If you're buying all of these at once, then I'd suggest getting the i5 4690k, the 280x, and an xfx 550w. Or, if you want more headroom, an xfx 650w. If there's money saved, you could pocket it, or you could put it to other parts.

According to this list https://community.newegg.com/eggxpert/computer_hardware/f/135081/t/45344.aspx?Redirected=true the Zalman is a tier 2 unit, making it good. I did not, however, see the Seasonic eco listed on there.

That's the Zalman 1250W, not 700. If not listed, it's Tier 5 by default.

For gaming stick with i5 4670k or 4690k.

R9 280x is a solid card.

For this setup 650W is plenty. Better get HX 650 or Seasonic/XFX series 650W 80+ PSU.

Apparently no need to go for i7 if you are overclocking and gaming only.
