which cpu is better

Depends on what you are doing. the 6100 has a higher single core performance due to the higher clock speed but it multithreaded apps the 6400 will have the edge since threads on real core perform better that hyperthreaded ones.

If you're building a new rig I'd personally go with the i3-6100 on a skylake build, but if you still have an 1150 rig the i5-6400 would be the way to go.

Newer more multithreaded games will work a bit better on the 6400, however I would suggest the 6500 as it is a 500Mhz faster than the 6400 and worth the extra few bucks.

Oh sweet lord and saviour, sorry about that. Looks like I need to take a break for a bit. In my mind the comparison was between the i3-6100 and an i5-4000 model.

@pudgyguy: No, you can only overclock an unlocked 'k' model CPU.

You would need to get one of the very few boards that support overclocking non-k CPUs then play the silicon lottery with the blck overclock(6400 has a locked multiplier) and buy a better cpu cooler, which in the end will cost more than just buying the 6500.
