I am upgrading the cpu and graphics card soon and was just wondering what one i should go for thanks or any other suggestions for good cpus

both CPUs are fairly slow and outdated and are easily outperformed by a modern i3

Unfortunately my motherboard does not support intel 🙁

a used i5 of 4th gen will cost under 100$ + new MB for 70-100 will do the job better than any current AMD processor

Depends on your license, but most probably no - you will be able to reactivate for free.
If you have Win 10 - http://www.windowscentral.com/how-re-activate-windows-10-after-hardware-change
if you don't, upgrade for free by activating some assistive tech in windows - https://www.microsoft.com/en-us/accessibility/windows10upgrade
and than do the first .
P.S.
Windows 10 boots on new HW without problem. Older versions require couple of steps before move.
