You don't choose a CPU in isolation.

Instead, you build a whole system around a use case and budget.

Start here, and post in the Systems Forum:

FWIW:
I3/I5/I7/I9 no longer mean what they used to.
Namely the number of cores and presence of hyperthreading.
Today, it is more of a designation of capability.

Do you have a budget for the processor?
You will find a continuous progression of price/performance at every price point.
One way to assess the capability of a processor is to google the passmark numbers.
For example a $318 I5-13600K:
The total capability is when you have an app or system where all threads are 100% busy. Not a usual occurence.
The single thread performance is the capability of a single thread.
This is more applicable to games or to desktop quickness.

which one is the newest of these?
It's just branding to differentiate performance within the same generation. Think of it as something like this:
i3 = entry level, i5 = mid range, i7 = high end, i9 = enthusiast. You should really only compare these within the same generation. For example, an i9 9900K is not more powerful than than an i5 13600K. However it is more powerful than all the i3, i5, i7 CPU's of the 9th generation.

The 'newest' CPU's are 13th gen Raptor Lake.

For your use case it depends on your budget for the whole machine, a minimum would be the i5 13400 with 6 P cores and 4 E cores. You can increase as your budget allows but that would be a good starting point.

What are the rest of the components (make/model of each)? That is what others have been asking for.

400 euros is a lot for a CPU. Have you worked out a budget for everything, a 400 euro CPU is not going be of much use on a 60 euro motherboard for example.
i was just interested in this new processors.. i have not updated my computer since 14 years ago.. all i wanted to know what to buy this year

Again, the rest of the parts matter. This isn't an updated system, this is an entirely new one. If your PC is 14 years old, the last CPU made that would work with your existing PC is, at best, 12 or 13 years old.

I realise the question was just about CPU's, I'm just saying the full cost of the upgrade needs to be taken into account. A high end CPU will require high end components to go with it.

To answer your question though, your looking at a high end CPU in that price category. The i7 13700 and Ryzen 9 7900 would be around that price. However these CPU's require fairly high end cooling.

On the lower end of the scale, I would also consider an i5 13500. It has 6 P cores and 8 E cores for a total of 14 cores. It's affordable and easier to cool.

i tought intel core i5 and motherboard from asus and memory from corsair and geforce rtx card.. i already got solid state drive and backup hard drives.. i wonder about the power supply unit tho..

You're not actually giving any specific information, so there's almost no useful advice that we can provide. There have been something like 150 different i5 CPUs sold for desktops the last 14 years and at most, they're only compatible with each other in like 10 CPU groups. The rest of your information is solely lacking.

If I'm asking people a question about the right I'm typing on, this is some of the information I'd provide

Ryzen 9 5900X
ASUS Crosshair VIII Hero
4x8 GB sticks of Corsair 3200 MHz Vengeance RAM
Gigabyte RTX 3080 Gaming 10OC
Super Flower Leadex III 850W Gold

Now, people would understand the context of the questions I'm asking. If I provide them this...

AMD CPU
ASUS motherboard
Corsair memory
RTX GPU
850W PSU

...they have no idea what I'm using. I might have an FX-6300 from 2013. I might have a Ryzen 7700X. I might have a Phenom 2 with DDR2 memory. And the advice would change drastically based on what I actually have.

All we know is that you have some kind of computer and you want to use some CPU in some motherboard somewhere at some point. We cannot provide much help, if any, when you tell us practically nothing. We're not psychics here.

my computer is over 14 years old. it cost me 3500 euro in 2008
now my computer is slow for gaming games like battlefield 2042 does not run good on higher settings.
i use my computer mostly for music making and gaming new games..

now this is what i want to buy.. i have money but cant buy everything at once.

ASUS Dual GeForce RTX 4060 OC

ASUS PRIME Z790-A WIFI

Intel Core i5-13500

Corsair Vengeance DDR5 5200MHz 32GB RGB

what you think of this?. . i know that if i buy cheaper in 3 years it could be working poorly and i dont want to replace every 3 years my computer.

There we go...now we have some actual info.

Nothing majorly wrong with those parts.

I'm sure other people will come along and have other suggestions.

What storage device(s) will you put in there?
