Which CPU temps to trust Please Help

So my rig has an fx8350 processor and with a msi 970 sli krait edition and with amd overdrive the cpu temps are about 60-70c and with corsair link they are around 55c under load. I know they are high but i really don't know why I've tried reseating the cooler multiple times with no difference but I've also noticed that my CPU throttled down from 4.0 ghz to 1.4 ghz and I also don't know why this is happening. Any help would be appreciated.

is it throttling under load? if it is then you're clearly overheating.

If it's just dropping down to 1.4ghz during normal operation then that is quiet and cool doing it's job by downclocking your cpu when the power isn't needed.

1. AMD Overdrive reports thermal margins, not temperatures; what are they all full load?
2. The 4+1 phase VRM may get too hot and it has to force CPU throttling (1.4 GHz) to protect itself. Using a liquid cooler can only make that issue worse.
