Question Which CPU to buy for ASUS TUF B360-plus gaming?

I currently have i5 8400 and ASUS TUF B360-plus gaming. In AC Odyssey there is huge CPU bottle neck getting only 43 avg fps at ultra high even if I set to low its not crossing 60. I know its not good MB, I am looking to upgrade to i7 8700 or 9700 or even i9 9900. I am aware of MB limitations. I don't care about 5-10% performance loss, I care about thermals. Since these CPUs are 65W TDP I believe the motherboard can handle it without VRM thermal issues? Ambient room temperature is 30C.

AC: Odyssey is poorly optimized (not as bad as Unity but not much better) and while a better CPU may help there might be a better upgrade option to get better performance.

How much RAM do you have? Single stick or dual?

RTX 2070 Super
CPU temp mostly around 70C but can hit 74C
GPU temp within 70C for most time. VRM temperature will be high

I have 2x8 GB corsair vengeance ram and CM hyper 212 evo cooler.

My question is about will there be any MB VRM temperature if I use 8700 or 9900?

Either CPU is going to run a bit hotter so you'll want a better CPU cooler but with that being said it probably wouldn't be wise to do so as the board may not be able to sustain those higher boost speeds.
