My pc doesnt feel snappy as i work on my company pc which has i9 11th gen with 16gb ram and rtx 3060 and it feels snappy and fast while working

I'd still agree with the above recommendation of the Ryzen 9 5900X, but you're adding another 40 watts of power consumption to what may be an already stressed power supply (recommended 850 watt for the RTX 3070Ti Aorus). I'd hate to be two hours into a render only to have your system crash.

Can't make a recommendation on AIO coolers as I've never used one.

Also the VRMs on B350 motherboards tend not to be as good as later B550s. Air cooler might be better than AIO as you get some airflow over the VRMs. Dual tower should do the trick (cue the predictable Thermalright Peerless Assassin line…)
