which file manager is the safest to download?

i'm trying to find a file manager on google play, that doesn't ask about getting certain personal info

e.g. getting access to my telephone number, knowing where the location of my network is, getting access into my device's files, etc...

is there a file manager that doesn't ask these kinds of things when you want to install it?
