I was thinking bout getting an rtx 2080 ti but waiting for price to drop down like 100 to 200 dollars before I buy it but in the mean time I see that AMD is selling a Radeon VII for $700. Which is better then what? The Radeon even has 16gb which won’t really see any use for the 16gb of vram and I use a 2560x1440 monitor. I could afford the rtx 2080 to but 1.2k is just Ridiculous. I know the rtx has raytrace which I could careless about.

If you don't mind the higher power draw then you can go for the Radeon VII. If you're worried about the TDP of the card, then Nvidia is the route to go. FYI, what is the make and model of your PSU and how old is it? You're also going to have to factor in the heat dumped by that Radeon VII. Don't get me wrong, but if AMD reduced their hot headed GPU's I'd be all over them like I was back in the 6000 series GPU's.

Well, AMD recommend at least a 750W PSU for the Radeon VII. So, not an option unless you upgrade the PSU.

The best card from AMD that could run on a 650W PSU is the Vega 56. No slouch, but definitely not in the same class as the others mentioned above.
