Do they use reference coolers? If so, then yes, performance will be pretty much the same. Non-reference coolers almost always do better.

Also, whichever is clocked faster will be faster.

They are the same. OK, different coolers, different manufacturers, but they will give you the same experience.

Speed depends on the clocks. You haven't specified which Asus 270x or which Gigabyte 270x. Each manufacturer makes several versions with different clock speeds.

For example between these two, the Asus is faster.
