Which GPU is for me? (R9-270X vs. R9-280A)

Ok, so here is my situation. I need a GPU upgrade from my PNY GTX 750. That is a non-Ti.
And I have selected 2 GPUs that fit all of my basic needs. But I cant decide.

Here they are:
1:) XFX R9-270X-CDBC ($210)
2:) XFX Double D R9-280A-TDFD ($215)

The only difference I can see between the two is that the 270 has a slightly higher core and memory clock speed, while the 280 has a fair amount more of stream-processors and 1 more GB of memory. The 280 memory is also 384-Bit memory, but idk what that means. The 280 is $5 more, but if the performance difference covers it, I am happy. It also has a $30 rebate 😉.

I have a quick question, what exactly is a wider memory bus? and does it overpower the slightly higher clocks?
 


While having a wider memory bus (384bit vs 256bit) 280 is having more memory bandwidth, even with lower clocks than 270X. It means playing in higher resolutions card will not criple when extra AA is applied and most games really benefit from it.
 


Could I OC the 280 to the same speed as the 270X?
