Which GPU should I buy?

CPU: AMD Athlon 64 X2 4600+ overclocked to 2.9 GHz with stock cooler (I will upgrade stock cooler to some good one, you can also help me with this...)
GPU: ?
Currently I have Radeon HD 5450 with passive heatsink and this GPU sucks, I have FPS drops in games because of this I think...

Which GPU should I buy to have stable FPS without bottleneck?

Unfortunately that CPU would hold you back in modern games regardless of the overclock you have applied.

I wouldn't recommend anything above a Radeon 7750 in your current position.

How good is Nvidia GT 640?

You're probably on skeptic because the passively cooled 5450 you have isn't that good

The GT 640 is about the same performance level as a 6670 at the same price of a 7750, meaning it's a waste of your time

If you really want an Nvidia card, go for a GTX 650 if your power supply has a 6 pin PCI-E connector
