Which GPU should I get for my new build and when should I buy it?

I do not live in the states, so I have to wait for someone to bring it to me. I have a person coming this Friday an another one coming on December and January. I just did a new build because my 5 year old desktop´s motherboard died. This is what I bought now:
Intel i5 8400
16gb Ram 2666mhz
750W PSU
Old GPU I am using PowerColor PCS+ AMD Radeon HD 7870 Myst. Edition 2 GB GDDR5

I was planning on buying a 1070 but was waiting for a sale. However I read online that if my monitor can only handle 60hz i should not bother with the 1070, I should stick with a 1060. I checked my monitor an it is an ASUS 27" LED 1080p (1920x1080) (5 years old) that can handle 85 Hz vertical refresh rate. Should I buy a 1070 or would it be a waste? Should I buy it now or wait for the prices to come down a little bit more, maybe in Black Friday? I do not mind sticking with my old GPU until December or January if I can get a good price (Also the next game I plan to play is Alien Isolation I do not need a new GPU to run it)
I hope this machine last a little bit more than 5 years.

1. Hard to predict GPU prices nowadays, current trend is coming down due to potential 11xx series release.
2. Black Friday may have some discounts but usually for bad models.
3. What games are you playing? If you are satisfied with current FPS, just keep waiting, rumors say new card is way better than old 10xx series. In other words, a similarly priced 1160 may be close to 1070 for the same price as 1060.

Solution
No, guarantees of a good price in the future. Just look at how much GPUs shot up in price last December to January then stayed up. It really depends if crypto-currency has another surge.

You make no mention of the resolution. 27" panels are often 2560x1440.

Since you are fine with waiting. The 1180 is expected in August, 1170 in September and 1160 in October.

Next game I will play is Alien Isolation. In black friday steam sale I will get Wolfenstein 2+ DLC, Prey+DLC and Deus EX Mankind + DLC. Next year I am looking forward Rage 2 and Doom Eternal or any RTS released by FIRAXIS. MAY play Fallout 4 this year.
I am not a heavy PC gamer. Just did a new build because my old computer´s board (5 year old) died. Honestly, I was planning to stick with my current PC for 5 more years (lol). I am still pissed that I had to spend money to rebuild it. Did not want to do it right now. Now that I did it, I want to have it perfect for the next 10 years. At least the GPU for the next 5 years.
 
If you're ok with waiting, there are likely better deals to be had in January. The 1160 will be released by then (hopefully), and will deliver considerably better performance. Though, you more than likely won't be losing out if you get the 1060 6GB- it's still a very capable card.

Seems that I will have to wait. If I am planning for the next 5 years, it seems that a newer card would be the best option.
