Which is which? AMD or Nvidia or more NVidia's :)
GPU's are expensive in my country this is the actual price of each gpu. I have a Seasonic M12 620w PSU.

Sapphire Nitro+ RX 590 Dual Fan Edition = 320$+
Gigabyte GTX 1660 ti OC 6GB GDDR6 = 330$+
MSI Geforce GTX 1660 ti Venus XS OC 6G = 340$+
MSI Gaming X 1660 ti OC GDDR6 = 370$+
Asus ROG Strix GTX 1660 ti Adv. Ed. GDDR6 6GB = 400$+

Solution
Any of those cards will do 1080p 60FPS just fine. Pick whichever one best fits your budget. I'll second the notion that the 1660 TI might be a tad bit better due to somewhat lower temperatures, especially if you live in a region where you have high ambient temperatures.
Just because the RX 590 runs hot and it's an OC version of the RX 580, I'll say the Gigabyte 1660ti is your best option there.

You didn't find any RX 580s you could get? They're a tad slower than the 1660ti, but they should be cheaper and not that hot (or power hungry) as the RX 590.

Cheers!

There are used rx 580's being sold around180$+ in our currency but i do not know of its quality and there is no warranty.

I have an MSI GTX 1660 Ti Armor OC and I love it.
It runs current games at 1080p at 60 Hz set to Ultra at 85 to 120+ fps on my Ryzen 5 2600 rig and stays very cool.
The Ventus is a slightly slower version of my card and the MSI Gaming X is slightly faster.
Either of those would be an excellent choice IMO.

No new ones? That's a bummer. The RX 580 is still a very capable card and really good value, but I agree with you in that if you can't find a new one, don't bother.

Just because I built a PC for a friend with a Gigabyte 1060 6GB (basic model, not blower), I have a good reference with their cooling solution and their almost-unbeatable price.

Cheers!
