Hi all. I am upgrading my 2015 gaming PC with a more modern GPU to better run Dragon Age: The Veilguard which releases on October 31.
My goal is to play Dragon Age at 1080p/60 FPS with High graphics preset settings. According to the developer BioWare, an i9-9900k and RTX 2070 are needed for 1080p/60 FPS/High settings, while an i5-8400 and a GTX 970 are needed for 1080p/30 FPS/Low settings. My CPU when overclocked should be equivalent to an i5-8400, so I am not too concerned there.
I am considering upgrading my GPU from a GTX 970 to a GTX 1080, GTX 1080 Ti, or RTX 2070 Super (see links above). The GPUs below would be pre-owned and bought from a friend.
My question is: which GPU would be the best for me to upgrade to for my build? Also, which GPU would provide the best value for the price?

The GTX 1080 Ti has 11 GB of VRAM (more than the 2070's 8 GB), while the RTX 2070 Super has DLSS, full DX12 support, and Ray-Traycing (RT). However, since the rest of my build is old and slow, I doubt I will use the RT. Would the RTX 2070 Super offer other graphical improvements compared to the GTX 1080 Ti?
As an additional context for why I only want to upgrade the GPU for now, I plan to build a new gaming PC in about 3 years. This new gaming PC will be for a 1440p/144 Hz build, at maximum graphics settings. Since I only want to play Dragon Age for now and no other PC games, it does not make sense for me to invest 2000+ $ CAD for a new gaming PC, when I would be content with 1080p/60 FPS with only a 200$ GPU upgrade.
