Personally, I would buy neither, split the difference, and buy a 6800xt.

Telling you what GPU would I choose helps you nothing as my needs are different then your needs - which you did not specified. What you gonna use the GPU for? What monitor(s)? Is your PSU capable of running either (3080 is no joke in that regard)?
I'm considering getting a 1440p high refresh rate monitor. Not interested in 4k gaming. I have an EVGA 850 PSU. I'd like to just have nice graphics and frame rates without breaking the bank. But man the regular 3080 is so much of a better deal I would think but it's not available.

Agree. Unfortunately I don't expect them to become available again.

In that case I would rather lean towards 3070ti. Difference in FPS is about 10-15% while 3080 cost 50% more...
