Which graphic card for video editing 4K?

I am so into asking questions so I a must Ganna ask ANOTHER one
Sorry for the comment,but,

I am looking for a graphic card that will fit in to gigabyte b350 gaming pro,and I found a few ,like gtx 1050 ti... until when I wanted to buy them.because they were sold out.
So I am wondering if any one could suggest one...not more then 100-160 usd... (or 3000-4000 TWDif you want to be exact..)
I was planning to get Radeon rx460 4gb , and also thinking to get the rx560 4gb..
AMD OR GTX???

Also,I found out that GALAX is selling graphic cards really cheap.like 10-20 percent less but same graphic card,Cuda the same, every thing.what is the matter? (Cheating?)

gtx would be better for the 4k so id go for a gtx 1050ti when they are in stock any lower then the 4k quality gets crappier
