I don't know much about cards and performance, so i think it's best to ask you expert guys what will be best for my system.

System specs :

Processor Intel(R) Core(TM)2 Duo CPU E7500 @ 2.93GHz, 2933 Mhz, 2 Core(s), 2 Logical Processor(s)
RAM - 2 GB ddr2
HDD - 500 GB sata
Motherboard msi g31
current video adapter intel g33/31 express and chip type GMA 3100

My uses :

1366 X 768 work resolution
can play dx 11 and shader model 5.0 games at this resolution without lag
can see blu ray movies
3d max

is this possible ?

I think you'd be fine up to around the 6850 range. Your processor would then become the bottleneck. If you want a budget card, I recommend the 6770 if you can spare $95.
You could use some more RAM as well. Get a matching 2gb stick if you can find it (same model), or a fresh 4gb set.

This.

gt430 is a low end card. it is a decent htpc card for movie playback and basic stuff. you could play some old games in it. it usually has slower ddr3 ram.
radeon hd 6850 has 128 gb/s memory bandwidth.
your psu affects what gfx card you'll be able to run.
