The "super" version is better and its only $10 more

It is worth noting Nvidia's website recommends a 300w power supply for a regular 1650 and a 350w power supply for a 1650 Super so make sure your power supply is sufficient given the super variant is going to draw more power

Don't go with single fan, other than that whichever you choose you cant go wrong.
I'd personally pick ASUS TUF since it has a slighly higher Clock speed BUT you should look here

could somebody recommend me a cheap but capable graphic card for ryzen 5 1600 cpu, i just want to play no matter minimun resolution i've never played on a pc,and will be learning on the run in order to make the future upgrade. the cheapest available please.

The 1650 is a little bit better but cost $30 extra. But the 1650 uses less power. I'm not sure if 550w is enough for a RX-570, I assume its enough but I'm not 100% sure on that. But the 1650 should be just fine with a 550w power supply. My old computer had a ryzen 5 1600 with a 1060 3gb and my 1060 was more power hungry than a 1650 but I had no problems with a 430w power supply. So you should be fine with a 1650 and a 550w power supply.

Also make sure your motherboard is compatible with the processor you're buying
