I have an optiplex 9010 minitower which is currently running off of onboard graphics. I want to know the best graphic card I can get for $80-$90 which could run games at 60fps at 1080p or 720p.I am also comfortable with second hand parts.Thank you

Solution
Due to no PCIe power cable in an Optiplex office computer the Gtx1050Ti 4 Gb is almost always the best choice. I like to see 12GB RAM minimum with a 4 GB GPU. I would suggest saving up for that level of card since it can move forward to another system later.
GTX750Ti 2GB, GTX1050 2GB are the other cards that will do what you want. The AMD cards that can do 1080P usually need a PSU upgrade also. That breaks your budget. If you can get one for a fair price the GTX750Ti 2GB DDR5 will be stretched at 1080p but solid at 720p.
$90 is kind of hard to do 60fps @ 1080p. 30-40fps is more likely.

Solution
A used GTX 1050 or 1050Ti should also be reasonable, if you get a model that does NOT require a PCIe connector.

The RX 560 4GB (1024-core version, not the 896-core version) is also worth considering - again, making sure that it doesn't require a PCIe connector.

HOWEVER, those should only be considered if looking in the used market. Their new prices don't make much sense considering the more powerful (but more power hungry) cards out there.

Now, if you do upgrade to a beefier power supply, then the RX570 should be considered. New, with full warrranty, they start at $120 (though I did once see an RX 570 model go on sale for $99.99, but that hasn't happened since late last year)
