Which graphics card is better?

This is my first build and I need a gpu. What is my better option.

I'd say it depends what games you play. The RX 480 has a little more "raw" power but also generates a lot more heat and uses a lot more energy. It will support newer and future games a little better than the GTX 1060, but the 1060 also outperforms the 480 on a lot of new/current games.
Personally I'd take the GTX 1060 due to it being quieter, cooler, and performing better on the games that I enjoy, but honestly these cards are so close I'd look at some benchmarks and make your decision based off of that.

As above. If you heavily play dx12 games, 480 has edge. If you play all sorts at 1080p, 1060 wins due to being more powerful and posts better benches from all I have seen. It uses less power too.
