So recently I have been looking into getting a new GPU but I don't know which one, I wanted to upgrade to the 1070 but the prices are higher than the 350-400 mark it was meant to be. My budget is between 300-400 euro.

You have very limited options.
Wait for the release of the AMD RX 480 which will be the 29th of June. This card will fit your budget and is expected to be a nice upgrade from a 960.
Also, by this date, the cost of a 1070 might begin to balance and close in on a 400euro price point but I wouldn't be holding your breath for that.

I agree with melenie. However, if you consider a used GTX 980 TI would be viable if you find anyone selling on the 400€ mark or maybe even lower than that. In the last couple of weeks I have seen some GTX 980 TI selling around 400-425€ the tendency and some still with warranty. IF you wait maybe more 2 or 3 weeks when the demand for 1070 starts to kick in I suspect the used GTX 980 TI's will be start lowering below the 400€ mark. And from some reviews a 980TI oc'ed is near with a GTX 1070, of course it has less 2 GB vram, and in the VR departement the pascal line is better. But it's worth considering.

Do you plan to Overclock? What Resolution? Also what Cpu and PSU do you have? An aftermarket OCed 980ti would be better then a OCed 1070FE (have to wait on after market). Msi 980ti is 410$ after 30 dollar rebate.if stock go with a non FE 1070. if you are gaming at a lower Resolution like1080p i'd wait for the amd rx480 or if you can not wait get a cheap nvidia 970 200-220$.

At the moment i'm planning on just playing at 1080p and maybe 1440p in the future, also have an i7 4790K and an EVGA 600w bronze PSU.

If you need to get a card right now. I'd purchase that particular deal from newegg. If you can wait, I think you should seriously consider the RX 480 :)
