I am buying a refurb Dell 390 desktop with a core 2 duo processor, windows7 64bit, 8g of ram, a 1tb hdd and will be using it with a Sharp Aquos 32" hd tv monitor to edit high def video from a gopro hero 2 camera off of a hobby rc electric glider. I am hoping for smooth fluid video without glitching. Which graphics card would function the best for this configuration?

Unless you are interested in a professional Quadro/Firepro videocard, any videocard will do really. Video editing and rendering is done mostly by the CPU. It depends on which program you are going to use, if you already know this you can search for support on that program to find out what the manufacturer or its users recommend. In your setup instead of investing in a videocard I would invest in a new multi-core cpu. Anything with alot of cores will help, AMD FX 8 core or intel i5-i7.

edit: forgot to add: nvidia cards with CUDA can help if your software supports it.
