I was planing to build a budget gaming pc but in my country we dont have a lot to choose from so here's my choice

Palit GeForce GTX950 2GB GDDR5
Or
MSI R9 270 GAMING 2GB DDR5 256BIT

GTX950 is cheaper that R9 270

which is the better GPU?

Out of the two the GTX 950 is better. You could even consider the new RX 460.

Not a decent PSU but it would likely able to pull it off but you should consider purchasing a better one.
