Looks like the best bet would be the EVGA GTX 1080 FTW Edition

From those graphs i'd say yes, the GameRock Palit GTX 1080 would be the quietest, I use a Palit 960 OC myself and that's a quiet card although it has nowhere near the power of a 1080 but still, good brand in my opinion
