Which brand of hd 7970(non OC) performs best?

If they are at stock clocks and with the same amount of RAM they will perform identically.

I'd go for MSi, Asus, Sapphire, or Gigabyte though.

Sapphire HD 7970 Dual-X would be your best option, cheapest i think and overclocks quite well with a custom/aftermarket dual slot double fan cooling solution which runs cool and quiet- all 7970s come with never settle bundle - free games like crysis 3, bioshock infinite etc, you cant go wrong with any of the manufacturers - ASUS, MSI, Sapphire, id stay away from XFX tho, their cards are riddled with problems
