Which i3 to choose. Ivy Bridge vs Haswell with lower Ghz

Judging from this comparison it seems that the older model from 2012 has a lot better specs than the newer model. I know newer hardware is usually the better idea, but in this case I'm not so sure.

the newer haswel chip is indeed less powerful as shown by is 15 vs 35w power draw.
I would say that if their the same cost, that you should go with the older ivy bride cpu as even if you will be using integrated graphics the performance boost between intel HD4400 an 4000 inst enough to make it worth less cpu power
you can see here that the older chip will be about 20% faster

Also, I wont be using the laptop for gaming or photoshop + stuff like that. it will be mainly a second pc to use for web development. basically i just need to run several apps at once and nothing graphically intensive. I guess I am leaning toward the IB chip...

But there are probably stronger i3 Haswell cpu's than the i3 4010U
