Which IPS Monitor will be good under 150$

Looking for buy a new Monitor !!
Suggest me a good monitor which will be available in India.

Requirements:-
1. Minimum 20" to Maximum 22" display size
2. Must have IPS display and magic angle view.
3. Budget in Indian money is 10,000/-

My friends suggested me to buy:-
1. Dell S2240L.
2. Dell S2216H.
