i want to upgrade my processor but the budget is a little tight. I dont game so graphics is just for normal day to day work should i buy i5-9400f and gt 710 or i5-8400 which hai iGPU but i5-8400 would cost 3-4k Rs more So please help me to choose

I wouldn't bother getting the 9400F with a GT 710 unless you plan on getting a better card later, even for office work, the GT 710 is slower than built in graphics on your CPU, and only supports 2 displays compared to 3 with integrated UHD 630 Graphics. If you can find a used graphics card that works in your system that is newer for the same price, like a GT 1030 or GTX 950, that would be an option.
sure gt 1030s are very compatible but they're super overpriced. plus he said he doesn't need something that powerful. i recommend a 2gb gt 700 series
If the 9400F and the GT 710 are going to cost more than the 8400 on its own, you might as well just get the 8400. If all you need is basic display then the F models aren't really a good fit for you as you have to spend extra money on a dedicated GPU on top of the CPU, and that is likely to eliminate a lot of the savings from buying the 9400F.

but i5 8400 cost is more than the cost of both i5- 9400f and gt 710 added

There's 2 models. The i5 9400 has an igpu, and the i5 9400F doesn't. Honestly I'd be looking at the i5 9400, which has superior cpu power and graphics capability to the 9400F/GT710 or the i5 8400
but i have mentioned abiut tight budget and i5 9400 is costlier than both option i have given please read question carefully before answering

but currently i have iGPU that is "Intel HD Graphics (Clarkdale 0.733/0.9 GHz) of i5-650 " and it's fine for my work and i compared this with the gt 710 and gt 710 is way better than this (although not better overall). so anything better than this clarkdale graphics is also good

That's what I'm seeing. Of course local prices can be somewhat different, but generally for a budget build platform, Intel can't touch AMD.

With Intel, you'll also have to verify bios compatability as it seems the only motherboards currently that have full bios compatability with 9th gen cpus are the Z390, and that would add INR 10K+ to the price.
