Intel i5 4690k
PSU 750Watt
8 GB DDR3 1600mhz

which is best GPU
i play mostly Ubisoft games and Nvidia Optimized games
which is best GTX 970 4 GB edition or R9 290x or R9 280x or GTX 960 or any GTX 700 series.
i have 4k monitor i play games like GTA V , BF4 and Hardline and Assassin's Creed Series and Call Of Duty Series and Watch Dogs
it should be able to play upcoming games atleast in ultra with 30Fps.

GTX 970 all the way. The performance per dollar is staggering even with the memory issue,which doesnt really affect games(only a few games had the issue). 2 of those will surpass the Titan X at a cheaper pricetag

Both of the cards cant sustain smooth framerates on 4K,
maybe an SLI setup/CF would do. ;)
 
GTX 970 SLI is almost on par with the R9 295x2 at 4k. The only thing holding you back right now is should you wait for the AMD R9 3xx series, or should you be concerned about how much power the R9 295x5 will take, and the price difference between GTX 970 SLI and R9 295x2.

Historically nvidia has ruled the lower resolutions and AMD rules the higher resolutions and when it comes to 4k gaming, the r9-295x2 is king. Even the titan X can't keep up with it. In a single gpu setup, there simply isn't any better card. So yes, it's worth the price.

And at 4k, the 3.5 honestly usable ram on a 970 hurts it. In some games it does ok, but in some, like WoW, even a 270x can beat it.

It also has a singular advantage over some setups. It's attached AIO cooler used in exhaust is a huge benefit to case temps especially on an air cooled cpu.

as awesome as the 295x2 is in performance, its still very noisy and hot with its halfassed water cooler.

but that is very close in price too and that isn't counting the overclocking headroom that the gtx970 has. that 290x will barely overclock 100mhz over its stock clocks. the gtx970 should go 200mhz over and will still run much cooler and draw much less power.

its definitely a predicament. if you are not going to overclock, get the 290x. if you will, get the gtx970.
