To ask for the best is a very subjective question, for me is the 980ti because i gives a decent price/performance for my taste, but to give you a decent answer post your specs, budget and what do you plan to do (4k gaming, drive a 144Hz monitor, mainstream 1080p gaming,etc)

I'd have to say the ATi Radeon 9700 Pro was the best graphic card for gaming.
