Both psus are terrible. The first build is better because the second build is very unbalanced.

I would not get either of them though. Switch the FX8320 + Asus AM3+ motherboard for an i5 4460 + H97 motherboard. Replace the psu with a 550w XFX Bronze.

In my opinion the build R9 390 is the better build simply because the R9 390 is a tier above the 960 and often compared to the 970. It also has a better storage solution for the 250 GB SSD vs 120 GB SSD and the 250 GB SSD has better specs.

In comparison for gaming which is better the AMD FX 8320 vs i5-4690k the graphics card discrepancy should make the 8320 build better.

In conclusion the FX 8320 build is cheaper than the other whilst being slightly better for gaming because of the graphics card discrepancy.
