Which is better ati hd 6670 1gb gddr5 or hd 6670 2gb ddr3 for gaming. I want to play hd games like codmw3, splintercell conviction, cod black ops 2, saints row 4, gta 5 etc at resolutions like 1360 x 768.

The 650 is PCI-e 3.0 compatible, meaning it supports the extra feature as well as standard PCI-e. It still goes into the x16 slot on your motherboard. The difference between PCI-e 3.0 and 2.0 is bandwidth and what CPUs and motherboards can unlock the extra bandwidth.

Here is a random video of some bechmarks comparing both:

You can see that the boost is slight, probably from a non high tier card test. Meaning you won't miss out on much unless you are using a $400 or more card.
I looked at Newegg for the cheapest 2gb 6670 and the the cheapest ddr5 6670.

1GB ddr5 $80

2GB ddr3 $70 and $10 rebate, total $60

Considering you play at a modest resolution, having more GB of VRAM isn't going to do much for you even when you turn on AA, however since these cards aren't for extreme gaming I don't think you would try to throw too much at them.

What you probably should go with is the faster card. What is the budget for the card?

EDIT: If you are going to spend $80, then I would suggest one of these:

650 $105 with $20 rebate, total $85

or if you really want an amd card

7770 $82

Personally I would go with the 650 because it has a faster clock, however some people like the 7770 better, maybe for overclocking or just various reasons.
