I check both your posts, I don't see HP CPU model (graphics are included in CPU). Dell states in Manual HD 2000, but i5 3570 (Dell) has HD 2500 per Intel https://ark.intel.com/products/65702/Intel-Core-i5-3570-Processor-6M-Cache-up-to-3_80-GHz So someone is mistaken, I presume it is Dell, unless Dell put a limit in BIOS (no one can change that).
Maximum CPU upgrade, if you want to go this way, is the same for Dell and HP, so we have to look for other distinctions.

I found info regarding hard drive bay sizes, HP can accommodate 2 x3.5 hard drives...

No dell is also 3rd gen supported, i am using it now i-5 3570, so hp is also 3rd gen supported, its the thing that confusing me, can you tell which have superior onboard graphics, based on that maybe we can decide.

HP is better.
Faster memory @1600MHz vs Dell @1333
Larger memory supported HP 32GB vs Dell 16GB
Regarding possible video card upgrade, unclear, since Dell has 2 PCIE x16, Blue and Black slots, unclear which one is wired as x4, HP has one PCIE x16 and positioned so that GTX 1050TI can be easily installed, no questions here.
Power Supply 240 watt vs 240 watt, no real difference
SATA and SSD, HP has 4 SATA ports on motherboard, but it is unclear if HP can accommodate 2 x3.5 HDDs or 2 x2.5 HDDs (those are limited in size up to 2TB), Dell has 3 SATA ports on motherboard, so 2 drives can be installed, 3.5 drive doesn't have TB limit, currently it is 12TB if you have enough money.
So HDD or SSD is unclear who is the winner, need much more time to figure it out, if you have both PCs on hand, inspect, it would be much easier and faster.

I found info regarding hard drive bay sizes, HP can accommodate 2 x3.5 hard drives https://www.cnet.com/products/hp-compaq-6300-pro-core-i5-3570-3-4-ghz-monitor-none-series/specs/

From HP manual, there is 4 sata ports on motherboard, 2 SATA III and 2 SATA II, so you can place SSD on SATA III and 1 hard drive SATA III, another hard drive SATA II and optical drive SATA II, or if you don't care about optical drive, there are brackets for 3.5 hard drive to be placed into 5.25 optical drive slot, so you can have 3 hard drives and 1 SSD, if you wish.

So, if CPUs are the same, HP wins for all other components.
