Which is better GTX 1070 Regular or GTX 1070 FE?

This question might sound stupid but based on what I'm seeing it's a little confusing. Based on Newegg's specs for the GTX 1070 and 1070 FE, the less expensive 1070 Regular has better specs than the Founder's edition. I'm pretty confused on which one is better and what makes the FE different. The FE is priced higher so that the reference cards don't directly compete with the AIB partner boards. Sadly this has raised the MSRP of the GTX1070 above what it should be because people are scrambling to get them. Should have been around $370. Many of the ones that aren't listed as founder's edition (read reference) are still reference boards with a different cooler.

Then there are the custom boards like the EVGA Classified or FTW, ASUS Strix, MSI Gaming X (I think).

In this case the cards are identical except for the cooler.
