Anyone getting a new PC should look into Intel as they are King in PC performance in general and especially gaming.
In the case an i3 or even a locked i5 is too much for you then I would look at the AM3+ CPUs like the $100 FX 6300 or the FX 8310 that can be had after rebate/sale for $80. Some might recommend FM2/FM2+ because it's newer and because AM3+ has been a dead socket for a while. But honestly FM2+ is dead too. Only upgrade that will be seen is the Kaveri Refresh which won't be much of an update from the leaked information. If Kaveri Refresh is like the slightly more positive leaked information their best SKU will boost to 5GHz. If it's closer to the less positive leak then it will be the same speeds as OG Kaveri with maybe 100mhz higher Turbo speed.
For AM3+ motherboards I would look at the 970A-UD3P for cheapest (8+2) motherboard for OCing AM3+ CPUs. MSI 970 Gaming being the second cheapest/best.
if you have a budget an AM3+ board like the M5A97 r2.0 along with an FX6350 or FX8350 CPU would be quite good for you build, but the FX chips do tend to run quite hot so OC's may not be as good as you would hope for. If you have a bit more money to spend i would definitely recommend going with an Intel based system with an i5.
What do you plan on using this system for? Because both AMD and Intel have stronger points in various different activities e.g Streaming is very good with an FX chip
