Memtest86 is more thorough and tests more than windows basic RAM test and also bypasses OS induced problems.
If you want to test RAM under windows https://hcidesign.com/memtest/ which includes testing for windows induced problems, even if RAM passes Memtest86 and is perfectly good, windows can cause problems which this test includes.

Those two programs do different things. Memtest86 checks strictly RAM hardware in detail, while the other ones checks for RAM interaction with rest of system including memory handling in OS. You can have perfectly good RAM as attested by memtest86 but it doesn't check for IMC (Internal Memory Controller) which is in CPU, module compatibility with BIOS or between 2 or more modules. Widows also allocates blocks of memory for different purposes and logical errors are quite possible.
You could have technically perfectly good RAM and still have problems with it with other causes.
