Which is better the GTX 650ti or the Rx 550?

I was answering from the point of view of which you should buy, meaning you currently have neither. If you have a 650 Ti then it changes the equation. The expense has to be justified by the jump you get in performance. It won't be.

An RX 460, or 560, or GTX 1050, those are well worth the expense. A new 550 would cost around $100, around here, and you're not going to get $100 worth of extra performance from it over what you're getting now.
I used a 1gb 650 Ti for a time, it was alright at 720p for a lot of games. It was held back at 1080p many times due to lack of vram. I'd rather have the 550 since it should be faster and it has 2gb vram, giving you better performance in more situations.

Keep in mind either choice counts as below entry level for AAA games. Neither card should be looked at as Battlefield V cards for example.

Not as an upgrade. The RX 550 does possibly have a bit of an edge, but I don't think it's worth upgrading from a GTX 650ti to an RX 550
