They're both exactly the same price.
Im using a 1080p monitor 60 hertz and plan on cranking the graphics all the way up across all games to the max. One has 4GB GDDR5 and the other has 2GB and the one with the 2GB has a much higher core clock. Not sure if i should go with the one with more Vram so i dont have to upgrade down the line if i buy a 1440 monitor or something like that. I do tend to play games with modpacks such as Skyrim and Minecraft.

My current system specs:

- Thor V2 Case
- Fatality Asrock 990fx Killer Motherboard
- AMD FX 6300 6 core 3.5GHz, overclocked at 4.03GHz 14MB Total Cache CPU (Stock Cooler)
- Rosewill Captsone 750 Watt 80plus Gold Power Supply
- 4GB 1600 Hyperx RAM (can overclock but my motherboard only supports up to 1600 on 6 core cpu's) I plan on buying another 4GB in about 3 weeks.
- Running Windows 10

Waiting for more money to buy a better GPU is out of the question.

Important: If you suggest me another Video Card I would much prefer it to support DX12.

I hope the specs help, I tried to go in as much detail as possible.

Edit: Thank you so much for the quick responses! so far it looks like pretty much all of them recommend the gtx 960 so i'll stick with that.

960 beats 370, the direct competitor to the 960 is the 380.

You can also go one tier higher: GTX 780 780ti 970, R9 290/390 as there are deals out there for not much more than what you're going to pay for a 960/380.

Why? One bad experience? computer parts are pretty much at commodity level these days. not much differentiation and not much difference in build or quality. But honestly, I am curious why you say what you say.

PS, I'm no fanboy of anybody. I have mobos from 3 companys(MSI, ASUS, and Gigabyte), psus from 2 different(EVGA and seasonic), admittedly all my video cards are MSI, but if I was buying one now, it'd be an EVGA.
