Which is better!

Trying to build a low-ish costing server used for minecraft . I am stuck in a tough spot. I am able to get 32gb DDR4 2400 Memory for cheaper than 32gb ddr3 1600! Is there really a big difference? Anyways. for a build using ddr4, although it is much cheaper and higher performance than ddr3, the build itself then cannot use the mobo and cpu I had planned. When I was looking for an lga1151 mobo, I found them to be much more expensive with lower cpu speeds? Which would be better?

32GB DDR4 2400 + Intel Xeon E3-1225 v5
or
32GB DDR3 1600 + Intel Xeon E3-1231 v3

E3 1231 equals I7 that is has HT but no GPU
E3 1225 basically and I5 and has GPU on die

1231 regardless of version therefore better.

But is it worth sacrificing the DDR4 Ram 2400? I would think that is extremely important

Ram performance has little effect on overall performance, the DDR3 modules will have much faster timings reducing the gap drastically.
